In accordance with the provision of Section 62(1) (c) (i) of the local government: Municipal Finance Management Act 56 of 2003, the Municipal Manager is required to have and maintain effective, efficient, and transparent systems of risk management. Capricorn District Municipality has established the Risk Management Committee which requires the services of an independent person to serve as a Chairperson.
The Office of the Municipal Manager invites suitably qualified persons to submit their applications for the appointment of Chairperson: Risk Management Committee.
MINIMUM REQUIREMENTS
The applicant must have a Bachelor’s degree in Risk Management/ Auditing/ Accounting or equivalent qualification, 3-5 years working experience at an executive management level, minimum of 3 years’ experience serving in Risk Management Committee/ Audit Committee or similar Committee. Membership of the Institute of Risk Management South Africa (IRMSA) and or designations in Risk Management will be an added advantage (CRM Prac. or CRM Prof). Excellent knowledge and understanding of internal controls, project management, governance, risk management, compliance management principles, accounting, practices; ICT and exposure to risk management legislations and policies.
The candidate must have served as a member of the Risk Management Committee in the Local Government or Public Sector for at least three years or have experience as an Audit Committee Member responsible for Risk Management oversight in the public sector at a national level for at least five years.
DUTIES
Review the risk management framework, policy, and strategy for the municipality. Advise in the review of the risk appetite and tolerance level of the municipality. The committee is expected to conduct its activities in terms of the Public Sector Risk Management Framework, MFMA, Treasury Regulations, Risk Committee Charter and King Code on corporate governance. Chairing of Risk Management Committee meetings. Prepare and provide written timely reports to the Accounting Officer and Audit Committee of the state of risk and compliance management in the institution.
REMUNERATION
The appointed Chairperson will be remunerated according to the rates approved by the Council.
