MUNICIPAL MANAGER’S ADVICE TO STAFF

The Municipal Manager of Capricorn District Municipality, Ms Nokuthula Mazibuko has advised municipal staff on issues pertaining to everyday running of the municipality. Her advice was aimed at sharing the status quo on service delivery and how the municipality as a whole is doing and performing so that the staff move and speak with one voice.

She called on municipal employees to remember that CDM is a brand and to always uphold the municipality’s values and vision and keep promoting CDM as a brand of excellence. She also highlighted the fact that CDM is the only district in Limpopo Province that has achieved a clean audit.

 

The following is her brainchild Management’s Seven Declarations which are signed by all members of Executive Management. The declarations are published around CDM offices. They are as follows:

1. We will recognize and reward performance

2. We will not tolerate mediocrity

3. We will not be close-minded/territorial

4. We will not act unprofessionally (undermining our values)

5. We will not discriminate

6.  Encourage and support open and effective communication

7.  We will support teamwork, collaboration and knowledge sharing

 

The Municipal Manager also reminded staff that, we do not exist for ourselves but we exist for communities out there, for this province, for the country. She then highlighted the Types of Employees that she considers to be existing in the workplace.

a.     Workhorses – these are the employees who work hard, they might not been trained, but they are faithful and also follow instruction” said

b. Stars – These are employees who demonstrate high potential and hardworking, they are highly educated and well experienced. These employees are creative and innovative”

c.     Deadwood type – employees who are less productive, good in handling working-hours – like checking-in on time, respecting tea time and lunch time and knocking of time, but there is no productivity or positive impact from them. These employees follow no instructions. They know their rights more than the rights itself.

d.     Problem Employees – group of people who are generally highly educated and has great intellect but have created a comfort zone and have lost focus. “These employees can move mountains, they can mobilize and also are good in disrupting programmes of the employer. They are politically and socially connected and operate very underground”

Employees were called to do an introspection and find their categories among those.

Other key internal advice that the municipal manager presented were:

·       Let us have respect for working hours which starts from 07h45 – 16h30

 

·       Let us respect the role of our internal security guards

 

·       Let us not abuse the role Unions and that of employer

 

·       Let us fast track recruitment and placements

 

·       Let us address posts level disparities

 

·       Let us not fail one another

 

·       Let us improve our project management

 

·       Let us align organisation structure to individuals needs

All employees were encouraged to follow a channel of communications which starts from the Line Managers, to the Executive Managers, then to the Municipal Manager before taking matters up to the Unions or higher offices. “I don’t have all answers, I need everyone to play a role since one doesn’t have detective skills. There should be an element of exhausting discussions and challenges in all these channels before we take matters up” she said.
