MPAC doing oversight at Lebowakgomo Bulk Water Supply project

The Council Oversight programmes continue to operate as planned for the 2020-2021 Financial Year with the MPAC doing oversight on projects. The Municipal Public Accounts Committee (MPAC) led by Cllr Paulina Makgato visited the Lebowakgomo Bulk Water Supply project on 31 July 2020 next to Mogodi Village under Lepelle-Nkumpi Municipality.

The MPAC was doing a follow up visit to access the progress on implementation of the project since it’s last visit in February 2020. The project is 65 % complete with a number of challenges registered affecting the completion period.

The challenges included community disruption, national lockdown and labour disputes with labourers requesting to be paid from the Covid-19 labour relief fund. The contractor indicated to the committee that its first application for the relief was declined and has since reapplied and is awaiting the response.

“Our main aim as oversight is to ensure the project completed as planned and our people get services without failure. This we do taking into account our responsibility as a committee which is to ensure accountability of the public funds meant for service provision”, said MPAC Chairperson Cllr Makgato during the visit.

The Lebowakgomo BWS valued at just above R35 million is implemented by Beten Construction (PTY) Ltd and Modiro Consulting Engineers. The project sarted in March 2018 with a completion duration of 18 months. The challenges experience has let to the completion date being revised twice already. The scope of work included concrete reservoirs, water treatment plant, pump station with pipeworks, valve chamber, paving, bulk line, concrete palaside fencing, air valve and scour valves and ancillary works related.
