Minister of Agriculture, Land Reform and Rural Development Ms Thoko Didiza is on a two-day working visit in Capricorn District as part of her responsibilities as the cabinet champion for the Capricorn District Model (DDM).
On theΒ morning of 17 September 2020, the Minister met with CDM Executive Mayor Cllr John Mpe and Polokwane Executive Mayor Cllr Thembi Nkadimeng and officials from Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) and other stakeholders for a briefing on the progress made in the implementation of DDM.
As her area of interest is land redistribution and reform to redress distorted spatial outlook and ensure equitable access to land and ownership, she said she will work with traditional leaders in order to get land use correctly in the spirit and object of Spatial Planning and Land Use Management Act (SPLUMA).
βThis is because government has the resources to understand the terrain of land they use and we must advise them on spatial development dynamics and site allocations in order to achieve social justice and land equitiesβ, she said.
She expressed a concern that one of the identified shortcomings that might hinder the realization of DDM is the lack of long term spatial development framework (SDF) plan that that made government fall short on its forward planning. This she said, is the reason for dire shortages of water as growth patterns of communities were not planned for in order for water reticulation networks to handle more demand for water connections by new settlements.
With the implementation of DDM, the District and local municipalities and traditional authorities will plan a developmental trajectory together and know the direction of the growth path for both rural and urban centres.
