CDM has convened a Management Strategic Planning

Management Strategic Planning is currently underway at Thaba Moshate in Burgersfort. The two day strategic planning session commenced on 22 February 2018 with the Executive Mayor Cllr John Mpe giving marching orders to the management. In his opening speech the Executive Mayor, Cllr John Mpe reminded all attendees who were representing municipalities, sector departments, parastatals, stats SA, and office of the premier that “we should not forget challenges that hinder service delivery and the far-reaching consequences of what and how we plan. Our plans and how we prioritize have long-term implications on the quality of lives of our people”.

Cllr Mpe extracted a quote from one of the great leaders, Nelson Mandela “I have fought against white domination, and I have fought against black domination. I have cherished the ideal of a democratic and free society in which all persons will live together in harmony with equal opportunities. It is an ideal which I hope to live for, and to see realized. But my Lord, if needs be, it is an ideal for which I am prepared to die.” He stated that this is one of the motivating statement that as he lead the institution, it drives his passion. “It is not the position that makes me a good person – it’s about humanity, passion and leadership skills. “As leaders of different departments, structures and Council here today, the question remains on how we understand and interpret our vision statement, are we passionate about achieving our vision and how the mission will ensure that we achieve our vision. Are we ready? “ he said.

He indicated that when people lose hope, institutions or structures that lead people should renew, re-strategize and restore hope in the minds of the followers. He congratulated the new President Mr Cyril Ramaphosa, who is gradually winning the hearts of all South Africans. The Executive Mayor made mention that there is a need to build our country’s economy, fight poverty, inequality and unemployment. “Our district might be spatially distorted in geography, but it continues to grow in terms of new settlements and extensions which place demand for access to basic services. We therefore need to keep planning mindful of such population dynamics in order to fulfill socio-economic needs of our people so they can enjoy the gains of our freedom” said Mpe.

“As we continue to tell our good story about delivery, let us be so mindful of the many challenges and bottlenecks that lie ahead in our struggle to change the poor’s encounter with poverty for the better. In the past CDM planned in the strategic planning to ensure that we have right systems, right structures and right people. Going forward CDM need to do more with less budget. The hope is to see our IDP being the hope to the poor and an assurance to the hopeless that Capricorn is burning a candle at both ends to serve and deliver to them”.

He added, “we might not achieve all our plans in the IDP, but I have got hope in the capacity, optimism and attitude of management that we can deliver on this vision of a Home of Excellence and Opportunities for a better life. All we expect of you is dedication and passion to put the interests of our people at heart”. The Executive Mayor appreciated some achievements on the full spending on MIG in the past year. The grading of the municipality from category 4 to 5. The refurbished of Lebowakgomo Waste Water Treatment Works (WWTW) which is now in good operation. He said the same should be done in Senwabarwana and Soekmekaar waste water plants.

He went further on to congratulate the successful hosting of 4 in 1 Marathon and turnout. The emphasis was done in ensuring that water projects on the ground are effectively managed and there is involvement of Councillors and traditional councils. “This will assist in the ownership of the water projects by communities. Local municipalities must be led by example in terms of capacity, leadership and guidance. A vision, discipline and passion about work is expected on the workforce. CDM has strong political oversight and we should utilize our collective wisdom and strength to carry the municipality through all its challenges. Our chances of success rest squarely on the shoulders of our Councillors, managers, traditional leaders, officials and all our stakeholders. So let us not drop the ball”said Mpe.

Mpe emphasized that “we need to continue to work as a team to ensure that all the programmes of the municipality are effectively implemented. Let us also be alert of the need to continue building a responsive administration that is capable of meeting such aspirations. I wish you well with your deliberations today and tomorrow”.
