POSITION: OPS. MANAGER FLEET MANAGEMENT

LEVEL 03

SALARY SCALE: R845 216,11 – R933 129,57 (EXCLUDING BENEFITS)

REQUIREMENTS: B Degree Logistics/Transportation Management; Minimum Five (05) years’ experience of which three (03) should be supervisory level in fleet management.

SKILLS, KNOWLEDGE AND ATTRIBUTES: Driving skills, computer literacy skills, listening skills interpersonal attributes and knowledge of local sphere of government.

KEY PERFORMANCE AREAS: Provide strategic inputs into the development and review of policies; identifying and prioritizing projects to be included in the Integrated Development Plan (IDP) and Service Delivery Budget and Implementation Plan (SDBIP); monitoring and reporting on the Municipality’s performance progress against the Delivery Budget and Implementation Plan (SDBIP) review; adhering to reporting deadlines for external reporting; Manage activities and procedures associated with monitoring personnel and performance by conduct quarterly and annual appraisal to measure performance; Provide proper support on internal and external audit; Developing and implementating proper fleet policies; Promote awareness and compliance of fleet policies and systems by municipal personnel; implement and manage a fleet management maintenance plan; Manage and monitor the budget allocated to the fleet management unit; Allocation of daily activities to personnel, monitoring and ensuring that correct procedures are followed; Ensure efficient and effective fleet acquisition and provision; Manage licensing of all municipal fleet on regular basis; Provide insurance cover for the municipal fleet which includes cover for damage and accident loss;

Develop and implement proper accident management system, Develop control measures to ensure effective and efficient fleet management; Monitor the fuel usage and develop strategic to prevent fuel fraud; Conduct regular fleet inspections; Monitor and ensure vehicles are regularly serviced and repaired; initiate the disposal process of vehicles due for disposal; Provide administrative, personnel management and reporting functions; prepare monthly, quarterly report and any other investigational reports to the immediate supervisor; enforce overall compliance with the Fleet management policy and regular review of the policy; overall management of the unit budget to ensure that funds are spent in line with the SDBIP; monitor performance by external service providers to ensure they perform according to the service level agreements.

POSITION: SENIOR RISK BASED AUDITOR

REQUIREMENTS: Bcom degree in Accounting/Auditing, Driver`s License, Registration with the Institute of Internal Auditors, At least four (04) years experience in an auditing or accounting or accounting environment

SKILLS, KNOWLEDGE AND ATTRIBUTES: Planning and organising skills, attention to detail and analytic thinking skills.

RESPONSIBILITIES: Prepare and monitor the implementation of the Audit Plan; Plans and supervise internal audit projects by developing the three year rolling strategic audit plan and annual plans in line with the approved risk assessment report, communicate audit engagements to the auditees, monitor and ensure that there is consistency in the application of the audit methodology in all projects, reviewing and approving reports for projects on time, allocating resources accordingly to projects; assist in the identification and evaluation of the Municipality`s risk by reviewing organizational processes and identifying potential audit risks, analysing risks associated with the audit process and assess the effectiveness of internal control systems; identifying potential risks, assessing available risk mitigation strategies; recommending audit priorities to manage the risks. Coordinate Audit Committee meetings by arranging annual calendar for the committee; Coordinate reports from management as per the audit committee request; preparing agenda for the meeting; arrange logistics and administrative work associated with the audit committee meeting; providing secretariat services to the audit committee; preparing audit committee claims for approval by the Chief Audit Executive;

Review audit working papers and evidence from work performed by reviewing audit files to ensure work done falls within the scope of the audit function; evaluate and assess the auditee’s response to Internal Audit findings and provide the internal audit responses; Provide advise and guidance to the auditees on issues affecting the audit processe; monitoring of the budget; Support the Chief Audit Executive in reporting on audits completed; Preparing monthly report for the unit; critique management reports and analyse control deficiencies; Reviewing exception reports and draft audit reports from the auditors; Supervise the work of subordinates by assigning subordinates to audit projects as per the approved audit plan;  assessing performance of subordinates against planned targets; recommend audit priorities to manage risks.

RESPONSIBILITIES: Communicate decision/activities of council to media; update and maintain media platforms; provide inputs on the superior production and design standards that are followed (e.g internal and external newsletter, institutional strategic documents, bronchures, websites) when designing the annual institutional publications; principal writer and designer of the external newsletter; suggest and draft feature articles for external newsletter and ensure other relevant staff in communications are assign to assist; Manage media and attend media communications related queries and meetings; build relationship with external communication and media stakeholders; provide assistance with content management/editing of annual institutional publications in line with corporate strategy;

Establish and sustain contact between CDM and the media; participate and contribute to the program of communication clusters and the Communicators’ Forum and represent the CDM at various communication forums. Write media alerts, media invitation, media briefing and media statements; Write speeches/speaking notes to political principals; Research and analyse vailable information in order to write appropriate and effective speeches for the Political Principals; prepare summaries of background briefings, programmes and activities of the institution to the media. Design municipal of publications/ other marketing material; provide inputs in the development and implementation of District Communication Strategy, Corporate Image Manual and Events Guideline; provide assistance in implementation, monitor and review Communication Strategy for the Institution; oversee all the documents design standards; suggest and draft feature articles for external newsletter and ensure other relevant staff in communications are assign to assist; prepare monthly report and submit portfolio of evidence; attend and contribute to unit and departmental meetings.

RESPONSIBILITIES: To Operate and monitor Water and Wastewater treatment plants to ensure that they operate optimally and in accordance with designed parameters, Developing Water and Wastewater Quality monitoring program for all treatment works and water supply systems in the respective Local Municipality, Monitor the quality of Raw and effluent Wastewater discharged by collecting and analysing water samples on continuous basis.  Monitor the quality of drinking Water by collecting and analysing water by collecting and analysing water samples on continuous basis, Capturing Water and Wastewater quality data on the Blue and green drop systems to ensure institutional compliance with regard to water quality monitoring and discharges, compile reports on the types of the intervention required in all water and wastewater quality failures to comply with SANS 241 and effluent standards,

Classification and registrations of process controllers within the district to comply with all relevant regulations and legislations, conduct inspections of treatment works in Molemole, Lepelle-Nkumpi and Blouberg local Municipalities, inform the Ops Manager of any Water and Wastewater effluent quality failures and implement remedial action, supporting and guiding process controllers in terms of water & wastewater treatment works optimization, monitor that proper and correct chemicals are used and dosages are applied efficiently and cost effectively, monitor that package plants operate and produce water according to SANS 241.
