TWO NEW COUNCILLORS SWORN IN AT CAPRICORN DISTRICT MUNICIPALITY

The Speaker of Capricorn District Municipality, Cllr Kholofelo Lehong, today welcomed two newly appointed councillors to the municipal council following their official swearing-in ceremony held at the Polokwane Magistrate’s Court on 15 June 2026.

 The swearing-in process forms part of the formal legal requirement that confirms councillors’ commitment to uphold the Constitution of the Republic of South Africa, municipal by-laws, and ethical standards of public office.

Cllr Abrina Rabapana (ANC) has been appointed to the council, filling the vacancy left by former councillor Jara Masubelele. She joins the municipality at a time when councillors are expected to intensify oversight on service delivery, strengthen ward-level engagement, and contribute to the implementation of the Integrated Development Plan (IDP) priorities.

Similarly, Cllr Choene Matlou (EFF) has been sworn in to replace former councillor Desmonia Morokolo. His appointment is expected to enhance council participation in oversight structures, community engagement platforms, and policy deliberations aimed at improving service delivery outcomes across Capricorn District.

The municipality emphasised that councillors play a critical role in bridging the gap between communities and administration. Their responsibilities include representing community interests in council, participating in budget and planning processes, monitoring the implementation of municipal projects, and ensuring accountability in the delivery of basic services such as water, roads, sanitation, housing, and electricity.

The Speaker, Cllr Kholofelo Lehong, welcomed the new councillors and encouraged them to serve with integrity, dedication, and responsiveness to community needs. She further highlighted the importance of councillors actively participating in oversight work, engaging ward structures, and ensuring that community concerns are effectively escalated and addressed through council processes.

The Capricorn District Municipality extended its congratulations to Cllr Abrina Rabapana and Cllr Choene Matlou, wishing them success in their new roles as they join the collective effort of building a capable, accountable, and service-oriented local government.
