2024/2025 SECOND REVISED SERVICE DELIVERY AND BUDGET IMPLEMENTATION PLAN (SDBIP)
Section 54 (1) (c) of the Municipal Finance Management Act, No. 56 of 2003 allows the mayor of a municipality to make revision of the Service Delivery and Budget Implementation Plan (SDBIP) provided that revisions to the service delivery targets and performance indicators in the plan may only be made with the approval of the Council following the approval of an adjustment budget.
It is common cause that on 28 May 2024 and following the approval of the 2024/2025 IDP/Budget on 25 April 2024, the Executive Mayor did approve 2024/2025 Service Delivery and Budget Implementation Plan.
It is further not in dispute that on 26 February 2025 and following approval of budget adjustment, the Municipal Council did approve 2024/2025 Revised Service Delivery and Budget Implementation Plan.
The current proposed budget adjustment will without doubt affect certain line items in the approved 2024/2025 Service Delivery and Budget Implementation Plan.
Kindly note that on 24 April 2025 and following approval of the 2nd budget adjustment, the Municipal Council subsequently approved the 2024/25 2nd Service Delivery and Budget Implementation Plan (SDBIP).
The Executive Mayor has since signed off the approved 2024/2025 2nd Revised Service Delivery and Budget Implementation Plan (SDBIP) as afore-mentioned.
The Accounting Officer hereby place and display the attached 2024/2025 2nd Revised Service Delivery and Budget Implementation Plan as approved by the Municipal Council and signed off by the Executive Mayor on the Municipality’s website for consumption of
the community as required by section 75(1)(e) and section 75(2) of the Municipal Finance Management Act, No. 56 of 2003 read with Section 21A of the Municipal Systems Act, No.32 of 2000.
