On 23 September 2026, Capricorn District Municipality (CDM) engaged residents of Rosenkrantz Village, under Blouberg Local Municipality, as part of its Smart Meter Installation and Water Infrastructure Maintenance Community Engagement Programme.
The consultation was led by the Member of the Mayoral Committee responsible for Finance, Cllr Maria Ramokolo, and focused on introducing residents to smart metering and explaining the role that the technology can play in improving water management at household level.
Smart meters can provide households with more accurate information about their water consumption, enabling residents to monitor usage, identify unusual consumption patterns and make informed decisions about responsible water use. The programme also seeks to promote greater awareness of water conservation and the importance of paying for water consumed, contributing to the sustainable management of water resources and municipal water services.
The engagement provided an opportunity for the Municipality to explain the objectives of the programme and hear directly from residents about their concerns and information needs. Community participation remains an important component of introducing new technologies and water management initiatives, particularly where these may affect how households interact with municipal services.
While residents welcomed the opportunity to engage with the Municipality, they called for further consultations and community engagements to ensure that residents are adequately informed about smart metering, understand how the system will work and are able to raise questions before implementation.
The consultation reaffirmed the importance of ongoing communication and meaningful community participation in strengthening water service delivery. Capricorn District Municipality will continue working with communities and relevant stakeholders to promote responsible water use, improve awareness of water infrastructure initiatives and support the sustainable management of water services.
