Capricorn District Municipality convened the District Chief Whips’ Forum on 23 September 2026 at the Polokwane Nature Reserve, bringing together representatives from the district and its local municipalities to deliberate on key governance, oversight and local government transition matters.
The Forum was chaired by Cllr Matome Masoga, Whip of Council at Capricorn District Municipality, and provided a platform for Chief Whips and municipal representatives to share information, consider institutional matters and strengthen coordination across the district.
The programme included presentations of quarterly reports from Blouberg and Polokwane Local Municipalities, as well as Capricorn District Municipality. These reports provided an opportunity for the Forum to consider progress, challenges and matters requiring continued attention within the respective municipalities.
The Forum also considered the Five-Year Handover Report, which provided an overview of key institutional and governance matters in preparation for the transition from the current local government term to the next administration.
Another key focus of the meeting was the state of readiness for the 2026 Local Government Elections, with inputs from the Independent Electoral Commission (IEC) and the South African Police Service (SAPS). Members were briefed on matters relevant to electoral preparations, safety and security, and the coordination required among stakeholders.
The Forum further received an update on the 2026 Local Government transition arrangements, with discussions focusing on the importance of proper planning, continuity of municipal operations, institutional knowledge transfer and coordinated preparations for the transition period.
The District Chief Whips’ Forum plays an important role in strengthening inter-municipal coordination, political oversight and governance across the Capricorn District. Through regular engagement, the Forum provides a platform for municipalities to share experiences, address common governance matters and support orderly and effective local government processes.
The meeting reaffirmed the commitment of the participating municipalities to maintaining effective governance and ensuring that the transition process was approached in a structured, coordinated and responsible manner.
