MESSAGE OF CONDOLENCE BY CDM EXECUTIVE MAYOR TO THE FORMER CHIEF WHIP, CLLR. PATRICK HLENGANI BALOYI

The Executive Mayor of Capricorn District Municipality (CDM), Cllr Mamedupi Teffo has learned with great sadness about the untimely passing away of the former Council Chief Whip, Cllr Hlengani Patrick Baloyi.
On behalf of CDM, We wish to send condolences and convey a message of support to the family of the late former Chief Whip, Cllr. Patrick Baloyi.
The late Patrick Baloyi, who passed away on Saturday, joined CDM as a councilor in 2010 and became the MMC for Sport, Arts and Culture and was later appointed as Chief Whip of the Council until 2014.
Baloyi contributed immensely to the development of the district. He chaired Whippery and Caucus Committee meetings and also assisted in guiding the then Council to take proper decisions and adopt policies that are today helping the organization. He made an impactful contribution to the local government sector.
As the Executive Mayor, I take pride in the contribution he made toward building a formidable regulatory institution that is at the forefront of the district’s services delivery.
Late Cllr Hlengani who hails from Blouberg Municipality will be remembered for his extraordinary contribution to both CDM and Blouberg.
He was indeed a revolutionary mobilizer who did not waiver in the face of adversity. He was firm and solid in his beliefs.
Here in CDM, he will be remembered for his great debating skills and ability to dissect pieces of legislation on issues, particularly those about the socio-economic upliftment of the people.
Late Hlengani was very passionate about education, community development, caring for the elderly, youth programs, and the unemployed.
We have lost a true servant and hero of the people.
We wish his family strength during this difficult time and may his soul rest in peace,
