Capricorn District Municipality (CDM) commemorated the International Day for Disaster Risk Reduction (IDDR) at Tsoga O Itirele Special School in Lepelle-Nkumpi Municipality on 6 October 2026, emphasising the importance of inclusive disaster preparedness and ensuring that learners with disabilities are equipped with the knowledge and skills to respond to emergencies.
The programme was led by the Member of the Mayoral Committee for Community Services, Cllr. Elizabeth Rahlana, under the theme, “Resilience Starts at Home: Building Resilient Communities Through Inclusive Disaster Risk Reduction and Climate Action.” It focused on strengthening community preparedness and building resilience against disasters and climate-related risks.
The awareness programme featured presentations on disaster management, fire and rescue, Working on Fire, municipal health, road safety and other disaster risk reduction focus areas. Learners also participated in a disaster simulation conducted by Fire and Rescue Services, alongside a squad drill. Messages of support were delivered by representatives from the Department of Education and Provincial Disaster Management.
Creating awareness in special schools is essential to ensuring that no learner is left behind in disaster preparedness. Learners with disabilities may face additional challenges during emergencies if warning messages, evacuation procedures and safety instructions are not communicated in accessible and appropriate ways. Awareness initiatives help learners understand potential risks, recognise emergency warnings, follow safety procedures and know how to seek assistance when needed.
Such programmes also provide an opportunity for emergency personnel and educators to identify barriers that learners may experience during evacuations and other emergency situations. By incorporating practical demonstrations and simulations, learners can gain a better understanding of how to respond calmly and safely when faced with a disaster.
Inclusive disaster risk reduction further promotes dignity, confidence and participation among learners with disabilities. It encourages schools, families, government departments and emergency services to work together to develop safer environments and ensure that emergency plans consider the needs of all learners.
Through initiatives such as this, CDM continues to promote disaster awareness, community preparedness and a culture of safety, recognising that building resilient communities starts at home, in schools and across society.
