MPAC conduct public hearing on the 2019/2020 Draft Annual Report

CDM Municipal Public Accounts Committee conducted a public hearing on the 2019/2020 Draft Annual Report at CDM Council Chamber in Polokwane on 18 May 2021. The question and answer session was led by MPAC Chairperson Cllr Paulina Makgato.

The management led by Acting Municipal Manager Thuso Nemugumoni was responding to questions raised by MPAC on various issues relating to performance of the municipality on the previous financial year of 2019/2020 as well as other financial management and governance issues covering the period.

The committee raised questions on why some of the performance targets were not achieved in line with the Service Delivery and Budget Implementation Plan (SDBIP). Responding to the questions Acting Municipal Manager indicated that there were a number of factors such as the Covid-19 Lockdown restrictions that affected most targets not to be met in the fourth quarter.

“As a municipality we had to adhere to lockdown restriction and adjust to new ways of doing things.  The situation even forced us to start having virtual meetings”, said Acting MM.

The public hearing allowed for members of the public to attend, only as observers. The notice for the meeting was issued in terms of Section 21A of the Municipal Systems Act No. 32 of 2000 and Section 130 of the Municipal Finance Management Act, No. 56 of 2003.

The committee is then expected to develop MPAC Oversight Report of the 2019/2020 Draft Annual Report which will then serve in Council. The hearing was also attended by the council Speaker Cllr Monica Mogale, Members of the Mayoral Committee Traditional Leaders.
