EXECUTIVE MAYOR CLARIFIES MUNICIPAL BUDGET AND HIGHLIGHTS DISTRICT DEVELOPMENT PRIORITIES ON CAPRICORN FM

Executive Mayor Cllr Mamedupi Teffo joined Nghamula Chauke on Capricorn Talk this evening to unpack the key priorities of Capricorn District Municipality as outlined in the 2026 State of the District Address (SODA).

During the interview, the Executive Mayor highlighted Council’s commitment to improving service delivery through investments in water infrastructure, disaster risk management, fire and rescue services, municipal health services, information and communication technology, and other programmes aimed at strengthening local government and improving the quality of life for communities across the district.

She also addressed claims by ActionSA that 76% of the municipality’s budget is allocated to salaries. The Executive Mayor clarified that the figure refers to the municipality’s operational budget, which funds a wide range of critical services and functions, including personnel costs, maintenance of infrastructure, ICT systems, Disaster Management, Fire and Rescue Services, Municipal Health Services, and the day-to-day operations required to ensure effective service delivery.

“The budget is designed to ensure that the municipality remains functional and capable of delivering essential services to our communities. Operational expenditure goes beyond salaries and enables us to respond to disasters, maintain services, protect public health and support development initiatives across the district,” said Executive Mayor Teffo.

She further used the platform to educate residents on how municipalities are funded and how budget allocations are structured to balance operational requirements with developmental priorities outlined in Council’s programme of action.

The Executive Mayor welcomed the opportunity to engage directly with residents and reaffirmed her commitment to transparency, accountability and keeping communities informed on matters affecting service delivery and development within Capricorn District Municipality.
