The 2024/25 Adjustment Budget by Executive Mayor Cllr Mamedupi Teffo during a council meeting, Microsoft Teams-26 February 2025. It is my honour to, in compliance with the Municipal Finance Management Act and relevant
Treasury regulations, present to this council a proposed adjustment budget for the financial year 2024/25.
1.1 Budget statement
The adjustment budget was adjusted downwards from R 1 371 729 000 to R1 333 670 000, which includes reduction on Other Income (R 400 000), Sales on Water (R35 000 000) and MIG grant (R 2 659 000). This budget is comprised of R 1 030m operational income and R303m capital income.
1.2 Operating funding
Sales on water and other income were reduced by R35 0000 000.00 and R400 000.00 respectively.
. Operating expenditure
Operating expenditure increased with R 26 095 000 from the 2024/25 adjusted budget. The overall operating expenditure inclusive of non-cashflow items amounts to R 1 224 376 000.
• Capital funding and budget
Capital conditional grants have a withdrawal of R2 659 000, Capital Municipal Infrastructure Grant (R2 659 000).
1.3 Infrastructure
We are pleased that about 96% of the capital budget is allocated to our core mandate water, which include operations and maintenance of water schemes. To this end, R348m is set aside for sanitation projects and R35m for operations and maintenance.
Notwithstanding budgetary constraint, the rest of the budget votes per department will see no significant increases. This budget is strongly redistributive of the resources of the municipality and addresses the service delivery mandate that we carry in line with the six Key Strategic Thrusts or KPA’s of local government including: Institutional Transformation and Organisational Development, Basic Services and Infrastructure Delivery, Spatial Analysis and Rationale, Local Economic Development (LED), Good Governance and Public Participation, Municipal Financial Management and Viability.
