The Speaker of Capricorn District Municipality (CDM), Cllr. Kholofelo Lehong, hosted the District Speakers’ Forum on Wednesday, 14 October 2026, at the New Council Chamber Boardroom of Polokwane Municipality, bringing together representatives from municipalities across the district to strengthen cooperation, promote good governance and improve the functioning of municipal councils.
The forum provided a platform for Speakers from Capricorn District Municipality and its local municipalities to engage on matters affecting council operations, public participation, oversight and accountability, as well as preparations for the transition to a new term of council.
The District Speakers’ Forum plays an important role in strengthening cooperation among municipal legislatures. Speakers are responsible for presiding over council meetings, ensuring that proceedings are conducted in accordance with applicable rules and procedures, facilitating constructive debate and protecting the rights of councillors to participate in council business. They also play a key role in promoting public participation and ensuring that communities have opportunities to contribute to municipal decision-making.
Through forums of this nature, municipal Speakers can share experiences, discuss common institutional challenges and exchange best practices to strengthen council administration and legislative processes. The engagements also support cooperative governance by encouraging municipalities to coordinate their approaches to public participation, oversight and accountability.
The meeting’s agenda focused on preparations for the first council meetings of the new term, including inaugural meetings, as well as the preparation of handover and exit reports to support an orderly transition between outgoing and incoming municipal councils. These processes are important for preserving institutional knowledge, maintaining administrative continuity and ensuring that outstanding municipal matters are properly documented and handed over.
The forum also considered reports from the Department of Cooperative Governance, Human Settlements and Traditional Affairs (COGHSTA) on public participation and community development programmes, together with an evaluation report on the District Games.
In addition, the meeting reviewed quarterly reports from Blouberg, Lepelle-Nkumpi, Molemole and Polokwane local municipalities, as well as Capricorn District Municipality. These reports provided an opportunity to reflect on municipal activities, strengthen accountability and share experiences on matters affecting governance and service delivery across the district.
As the district’s municipalities prepared for the end of the current council term and the transition to the next, the forum underscored the importance of effective leadership, sound governance practices and cooperation among municipal councils.
The District Speakers’ Forum remained an important platform for strengthening municipal legislative processes, promoting meaningful public participation and supporting accountable, transparent and responsive local government.
