POSITION: EXECUTIVE MANAGER CORPORATE SERVICES

DEPARTMENT: CORPORATE SERVICES

DURATION: PERMANENT BASIS (In line with the Municipal Systems Act as amended)

REMUNERATION PACKAGE: R1 103.033 – R1 297.685 – R1 492.337 (All Inclusive Package In Line With The Upper Limits Of Total Remuneration Packages Payable To Municipal Managers And Managers Directly Accountable To The Municipal Manager, Government Gazette No.48789 Dated 14 June 2023)

REQUIREMENTS: At least a Post Graduate Degree or qualification in Public Administration / Management Science / Law or equivalent registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits. Minimum of seven (07) years’ experience at senior and middle management levels, of which at least two (02) years must be at Senior Manager level.

CORE AND LEADING COMPETENCIES: As prescribed in the Annexure A(Local Government: Competency Framework for Senior Managers) to the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers as published in Government Notice No.21 of 17 January 2014.

KNOWLEDGE; SKILLS AND PERSONAL ATTRIBUTES: Good knowledge and understanding of relevant policies and legislations; institutional governance systems and performance management; corporate support services including Human Capital Management, Legal Services, Facilities Management, Information Communication Technology. Good knowledge of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000), Good Governance, Labour Relations Act read with other labour related prescripts.

RESPONSIBILITIES: Reporting to the Municipal Manager the incumbent will be responsible to lead, direct and manage staff within the Corporate Services department so that they are able to meet their departmental and organizational objectives which include the provision of auxiliary support services to the Municipality, the provision of sustainable records management services, the recruitment and retention of competent Human Capital, the promotion of sound labour relations, provision of legal services as well as the provision of Information Technology and Support to the Municipality. Efficiently manage and control the budget for the Department; Ensure effective and efficient financial systems, procedures and compliance with legislation; Development of the GRAP compliant MTREF budget; Develop and monitor Service Delivery and Budget Implementation Plans (SDBIP); Prepare and submit required reports to the Municipal Manager and relevant municipal structures; Ensure support to category B Municipalities in the district on corporate related matters; Develop and implement the Department’s Service Delivery and Budget Implementation Plan (SDBIP); Facilitate adequate Inter Governmental Relations IGR participation by relevant stakeholders and role-players. Perform any other related functions as requested by the Municipal Manager.

DEPARTMENT: INFRASTRUCTURE SERVICES

DURATION: PERMANENT BASIS (In line with the Municipal Systems Act as amended)

REMUNERATION PACKAGE: R1 103.033 – R1 297.685 – R1 492.337 (IN LINE WITH THE UPPER LIMITS OF TOTAL REMUNERATION PACKAGE PAYABLE TO EXECUTIVE MANAGERS, GOVERNMENT GAZETTE NO.48789 DATED 14 JUNE 2023)

REQUIREMENTS: At least a Post Graduate Degree or qualification in Engineering or equivalent registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits.. Minimum of seven (07) years’ experience at senior and middle management levels, of which at least two (02) years must be at Senior Management.  Registration with a recognized relevant engineering professional body will be an added advantage.

KNOWLEDGE; SKILLS AND PERSONAL ATTRIBUTES: Understanding of relevant policies and legislations; institutional governance systems and performance management; Must have extensive knowledge of the public office environment; and must be able to formulate engineering master planning, project management and implementation. A certificate of competency as required in terms of General Machinery Regulations, 1998 or Registration with recognized relevant engineering professional body will be an added advantage.

RESPONSIBILITIES: Reporting to the Municipal Manager the incumbent will be responsible to lead, direct and make sure that there is provision and coordination of basic services (water, waterborne and rural household sanitation etc); Ensure all households earning less than the stipulated amount are provided with Free Basic Services; Ensure provision of effective and efficient financial management in all Departmental activities; Provide effective control of projects and contracts on Infrastructure provision for the District; Ensure existence of adequate policy environment for implementation of Municipal programmes; Ensure effective and efficient financial systems, procedures and compliance with legislation; Development of the GRAP compliant MTREF budget; Develop and monitor Service Delivery and Budget Implementation Plans (SDBIP); Facilitate the creation of employment through implementation of projects; Ensure proper risk management in the Department; Manage Water and Sanitation Design and Planning, Project Management, Operations and Maintenance units; Consolidate and submit reports in line with Municipal reporting standards; Attend to adhoc responsibilities allocated by the Municipal Manager; Advice Local Municipalities and Communities on Social and Institutional activities through the Institutional Social Development and Inter Governmental Relations (IGR) forums; Facilitate adequate IGR participation by relevant stakeholders and role-players.

Successful candidates will be required to sign an employment contract, a performance agreement as well as to disclose their financial interest within the prescribed timeframes.

The relevant MFMA Unit Standards is preferred, however a grace period of eighteen (18) months will be provided to obtain the unit standards as per publication in the Government Gazette No.9140593, Government Notice 91 of 03 February 2017 by the Minister of Finance.
